Mr. Gunwoo Park is a partner at Shin & Kim and focuses his practice on environmental regulatory compliance and disputes, administrative litigation and remedies, public procurement, state and public property, national defense and the defense industry, antitrust matters, and civil litigation.

Mr. Park graduated from Seoul National University College of Law and completed the 40th judicial training course at the Judicial Research and Training Institute.

Since joining Shin & Kim, Mr. Park has handled a number of cases involving public law disputes, including cases seeking cancellation and suspension of sanctions (such as restrictions on qualifications to participate in bidding, suspension of business, imposition of penalties, and closure orders), issues related to state and public property (such as rent and indemnity), national defense and defense industry matters (such as fraud costs and defense procurement), as well as environmental, fair trade, and various civil matters.

• Represented clients in litigation to cancel the bidding participation restrictions imposed on inappropriate business entities
• Represented a construction company in litigation to cancel the penalty points imposed
• Represented clients in litigation to cancel the imposition of indemnities for state-owned property
• Represented clients in litigation related to disputes over the method of calculating rent for shared property
• Represented clients in litigation related to disputes between the state and local government regarding the respective share in the disposition of land under a land division and rearrangement project
• Represented clients in litigation related to compensation for land expropriation
• Represented clients in administrative appeal related to failure of approval and authorization of a power plant construction plan
• Represented clients in litigation and constitutional appeal related to charges for school sites
• Represented clients in appeal for disciplinary actions against public officials
• Advised on permits for development activities under the Land Planning Act

National Defense and Defense Industry

• Represented clients in litigation related to preliminary injunction against imposition of surcharges and reduction of profit margin due to fraud costs, and litigation on the merits
• Represented clients in civil and administrative litigation in connection with the termination of supply contracts and restrictions on bidding qualifications for military contractors
• Advised on and litigated in court cases related to the imposition of liquidated damages on military contractors, overseas airlines, and other entities
• Represented clients in litigation to claim deposits from the Korea Defense Guarantee Cooperative
• Advised on the defense industry promotion policies and system improvements

Environment

• Represented clients in an administrative appeal related to the notification of rejection of a city management plan (for waste disposal facilities)
• Represented clients in an administrative appeal related to the notification of consultations on environmental impact assessment
• Advised on closure orders for asphalt plant emission facilities
• Advised on the allocation of greenhouse gas emission allowances
• Advised on total emission allowances of air pollutants

Antitrust

• Represented clients in litigation to cancel a correction order and a penalty payment order related to collusion
• Represented clients in a case seeking damages related to airline fuel surcharge collusion

• Represented clients in litigation related to construction (including indirect costs, design changes, liquidated damages, cost sharing between contractors, etc.) and commercial arbitration
