Mr. Hyeong Jung Yoon is a Senior Advisor at Shin & Kim, and provides advisory services in the areas of economic security, intelligence and cybersecurity, and crisis management.

Since joining the National Intelligence Service (NIS) in 1992, Mr. Yoon dedicated approximately 30 years to the analysis of strategic intelligence on foreign affairs and North Korea, as well as to supporting the nation's key policy initiatives. A recognized strategic expert, he held a series of senior positions, including Intelligence Secretary to the President, Director-General for Policy Planning, and First Deputy Director of the NIS. In particular, he participated in supporting the overseas expansion of nationally significant projects in fields such as the defense industry, nuclear energy, and overseas infrastructure, thereby accumulating extensive experience at the intersection of national security and industrial and economic policy.

While serving as Secretary for Cyber and Intelligence Affairs at the Office of National Security in the Office of the President, Mr. Yoon was responsible for establishing cyber governance at the national level and for addressing security threats arising from advances in AI and cutting-edge digital technologies. During his tenure as First Deputy Director of the NIS, he oversaw the management of emerging security risks, including economic security, the realignment of global supply chains, and pandemic-related challenges.

Drawing on the crisis management experience and political insight he has accumulated across the Office of the President, the NIS, and public enterprises, Mr. Yoon provides comprehensive risk management and strategic solutions for both government agencies and corporations.
