Mr. Hee Seok Byeon joined the Public Procurement Service in 1990 and served in key government procurement positions for over 30 years, including chief managerial positions, Director of Construction Works, Director of Procurement Service, and Director of New Technologies & Services. Mr. Byeon concluded his public service as the Head of the Seoul Regional Public Procurement Service.
Most notably, Mr. Byeon received the world’s first public service award from the United Nations (2002) for his contribution in the digital transformation of government procurement (G2B, Nara Market Place) during his five years as the Head of Information Planning Division. This e-procurement system was established during the early 2000s when public trust remained low and budget execution was inefficient due to the unfair and non-transparent nature of offline bidding. Despite these issues, at the time, the total annual volume of public procurement was KRW 60 trillion.
Afterwards, Mr. Byeon served as the Director of three bureaus- New Technologies & Services Bureau, Procurement Service Bureau, and Construction Works Bureau- in charge of public contracts worth KRW 32 trillion. Through this, Mr. Byeon gained a deep understanding in purchase contracts, construction contracts, and handling of disputes arising from such contracts.
