
Shin Dong-Seung

Mr. Dong-Seung Shin is a partner at Shin & Kim, where he focuses on advisory and litigation matters in the areas of tax, constitutional and administrative law, as well as civil and criminal disputes.
Mr. Shin began his legal career as a judge of the Cheongju District Court in 1989. Over the course of his career, he served for approximately 19 years as a judge and 11 years and six months as a constitutional research officer. During this period, he served as a judge and presiding judge in courts at various levels. During his judicial career, Mr. Shin handled a broad range of civil, criminal, and family matters in courts at various levels. He also served as a Presiding Judge of the Seoul Administrative Court and as a judge in the Special Division (now the Administrative Division) of the Seoul High Court, where he adjudicated numerous administrative cases, including tax disputes.
In addition, Mr. Shin was seconded to the Constitutional Court of Korea from 1997 to 1999, where he served as a Constitutional Research Officer. From 2008 to 2019, he served as a Senior Constitutional Research Officer, Chief Constitutional Research Officer, and Head of the Research and Instruction Department at the Constitutional Research Institute. During this period, he was extensively involved in the review and research of a wide range of constitutional cases, including constitutional complaints, constitutional review of statutes, and competence disputes, building substantial expertise in constitutional adjudication and constitutional litigation.
Since the early 1990s, Mr. Shin has been actively involved in the Tax Law Study Group (now the Korean Association of Tax Law), serving as Director of Research and Vice President. He continues to engage in academic activities in the fields of tax and constitutional law. Drawing on his extensive judicial and academic experience, Mr. Shin provides comprehensive legal services in tax, constitutional and administrative law, as well as civil and criminal disputes.
