Introduction

Mr. Byoung-Hwa Lee is a Senior advisor at the Center for Environment & Safety Strategies of Shin & Kim, where he provides advisory services to corporations and public institutions on climate change response, carbon neutrality strategies, and a broad range of environmental regulatory and policy matters.

Mr. Lee received a degree in Geology from Seoul National University and a Ph.D. in Engineering from the University of Edinburgh. He served at the Ministry of Environment for approximately 30 years, where he led the development and implementation of climate and environmental policies.

During his tenure at the Ministry of Environment, Mr. Lee held several key leadership positions, including Director of the Chemicals Policy Division, Director of the Resource Circulation Policy Division, Director General for Policy Planning, and Director General for Climate Change Policy, where he led the planning and implementation of policies on chemical safety, the circular economy, carbon neutrality, and green transition. He also served as Senior Secretary for Climate and Environment at the Office of the President and later as Vice Minister of Environment, playing a central role in coordinating and implementing national climate and environmental policies. In addition, he served at the Secretariat of the United Nations Convention on Biological Diversity (CBD), where he was involved in international environmental cooperation.
